**The following rules are basic applications
for Church, Coed, Mens and Women's Leagues**
The summer and fall softball leagues are open to
anyone although some leagues do carry restrictions. Fees will
vary according to the number of teams in the league and the number of
games that are played. After the leagues are organized, each
league votes to decide what award they want to give. All teams that play in our leagues must be ASA sanctioned.
All games will be played at the Beaver Creek Softball Complex.
Games
1. All games will be played at the Beaver
Creek Softball Complex.
2. Game times will be 6:30, 7:30, and 8:30
p.m.
3. The 20 run ahead rule will be used
after 2 1/2 or 3 innings; the 15 run ahead rule after 3 1/2 or 4
innings and the 10 run ahead rule after 4 1/2 or 5 innings.
4. There will be a 1 hour 15 minute time
limit on all games. The time will be announced when there are
15, 10, 5 and no minutes remaining in the game. If the time is
not announced, it will not be grounds for protest.
5. Game time is forfeit time. Players must
be on the field ready to play. At game time, the home team must
be on the field and in their defensive position and the visiting team
must t have their first batter in the batter's box and the second
batter in the on-deck circle. The supervisor on duty will call
all forfeits.
6. No Metal cleats will be allowed ant any
time by anyone! Penalty: Any player or coach found
wearing metal cleats will be ejected from the game.
7. Line-ups for each game must be turned
in to the scorekeeper at least 10 minutes before the scheduled game
time. All line ups should have the first and last name of each
player. All coaches should request that their players arrive at
least 15 minutes before game time
8. The team at bat is responsible for
getting all balls that are hit over the fences whether fair or foul.
9. We may reschedule games on other night
and/or other fields due to rain outs or any other reason. We may
also schedule some games on Saturday if we get behind in scheduling
due to rain outs.
10. If games are in question of being played due
to rain or inclement weather, it is the responsibility each team to
contact the Glasgow Recreation Department Office at 651-3811 in order
to find out whether or not games have been cancelled for that night.
If you are unable to contact our office between 8:00 a.m. to 4:00
p.m.. listen to WCLU Radio Station. This radio station can be
found at AM 1490 or FM 102.3. We will call this station with
game information. The phone number to the Beaver Creek Softball Complex
is 678-1403.
11. Only players and coaches listed on the
roster of teams involved in a scheduled game will be permitted in the
dugout or on the playing field.
League Rosters
12. A league roster for each team along with a
Release Form for each player and any birth certificates that are
needed must be turned in to the Glasgow Recreation Department Office
at 309 South Liberty Street by the designated time.
13. Players may be added to league rosters by phone or in person as long as it is done at least 24
hours before he/she plays up to a specified date. The added player must fill out a
RELEASE form and present a birth certificate, if needed, before they
can play. This is a league rule that will be monitored by
Recreation Department officials without requiring a protest from any
other team. The penalty for a player in violation of this rule
is as follows: the player will not be allowed to play in the
game in which the infraction is observed, which could result in a
forfeit of the game for the team he/she is playing for that night.
This can be done at any time that Recreation Department officials
catch the infraction during the course of the game and does not matter
if the player has already batted.
14. All players must be 15 years of age or older
in order to sign a roster and/or participate in league play. If
the age of a player is in question by the umpires or league officials,
validation of age must be provided before the player takes the field.
Anyone on the league roster under the age of 18 must provide a copy of
his/her birth certificate, which should be attached to the team's
league roster when turned into the Recreation Department. Any
coach, umpire or league official (including scorekeepers and
supervisors) may protest the age of a player at any time during the
course of the game.
15. No players may be added to the League Roster
after the date specified.
16. All entry fees for the full amount are due
to the Glasgow Recreation Department Office at a date specified
before league play begins.
17. League rosters can carry up to 25 players,
however, only 16 awards will be given to the winning teams
18. ASA Rosters are due to the Glasgow
Recreation Department Office on or before July 2, 2004. Managers
are responsible to bring the roster to the office at 309 South Liberty
Street. After July 2, 2004, it is the responsibility of the
Manager to mail the roster to the state ASA Commissioner. The
address is Kentucky Softball Association, Garland Thompson, State
Commissioner, 575 Pekin Pike, Wilmore, KY 40390. You will
be given your ASA roster in May along with a list of dates and
locations of State Tournaments.
19. ASA Rosters MUST

Be signed by each player individually

Be notarized by a Notary Public.

Be turned in to the Glasgow Recreation Department no
later than July 2, 2004
Players/Coaches
20. No alcoholic beverages are allowed in the
park! Any coach and/or player observed drinking in the park will
be asked to leave and will not be allowed to participate in the games
that night. Refusal will result in the police being called and
the coach and/or player being suspended for at least the next two
league games and/or tournament games that coach and/or player's team
participates in.
21. Any coach and/or player during the course of
play that is exhibiting behavior or gives reason for that in the
judgment of the league officials and/or umpires that he/she is under
the influence of drugs or alcohol will be ejected from the game and
from the park. If this leaves his/her team shorthanded, under
Rule 4, Section ID, the game is forfeited.
22. No player may be on more than one League
Team Roster at the same time. This can and will be monitored by
Recreation Department officials without requiring a protest from any
other team. The penalty is as follows: the player in
violation of this rule will not be allowed to play in the game in
which the infraction is observed, which may result in a forfeit of the
game for the team in which he/she is playing that night. That
player will also be suspended for the next game that his//her legal
team plays. This can be done any time the Recreation Department
catches the infraction during the course of that game and does not
matter if the player has already batted.
23. Coaches and/or players that are being loud,
obnoxious, unsportsmanlike and/or disruptive will be penalized.
Anyone (coach and/or player) ejected from a league game or tournament
game conducted by the Glasgow Recreation Department will not be
permitted to play and/or participate in the remainder of the game and
the next two league games or tournament games. These must be the
next two games that are played and does not include games that are
canceled for any reason. They also will not be permitted
to play in any other local league games and/or tournaments until the
suspension has been served. (This includes all ASA Tournaments
that are played in Glasgow, KY). Depending on the severity of
the offense, the Coach and/or player could be ejected from the league
and all leagues and tournaments conducted by the Glasgow Recreation
Department for an indefinite period of time. When any coach
and/or player is ejected from any league game or tournament game,
he/she must leave the park immediately. Failure to do so will
result in additional games being added to his/her suspension. No
coach and/or player will be permitted on the park premises while games
are being played until the suspension is completely served. Any
Coach or player had the right to an appeal before a League Appeal
Board. There will be a $50.00 cash non-refundable appeal fee for
anyone wishing to make an appeal. This appeal must be made
within ten (10) days of the game or incident in questions.
Rules
24. In League play, each team will be allowed
three out of the park home runs per game for each male player and
three out of the park home runs for each female player. Any out
of the park home run past the limit of three will be declared an out.
25. Any team may start a game with 9 players.
Less than nine players is a forfeit. The 10th spot in the
batting order is left open. This is an out each time this spot
is due to bat. If the 10th player arrives, they must be placed
in the batting order in the 10th spot. (2004 Rules, PE #146,

26. Any situations arising not specifically
covered by the Glasgow Recreation Department league rules and/or ASA
rules will be decided by the Recreation League Board. All
decisions will be final and are not subject to protest.
