The Barren/Metcalfe County Ambulance Service of Glasgow, Kentucky is Seeking Applicants For the Position of Ambulance Service Executive Director

The Barren/Metcalfe County Ambulance Service is conducting a national search for a proven leader who can inspire the confidence of the community and its emergency services personnel as the agency’s Director.

The Director is responsible for the overall direction and effectiveness of the ambulance services agency.  It is expected that the Director will use current strategies, systems and technologies to optimize the delivery of emergency transport services to the community. 

Other responsibilities include, but are not limited to, the following:

  • Develop processes and plans with supporting policies and procedures that fulfill organization goals of providing efficient and quality medical transportation services
  • Implement scheduling based on transport, operational performance by territory and business development needs to ensure that customer expectations are met while reducing financial implications. Work with the Communications Center Director to implement strategies to reduce response times and meet customer requests
  • Maintaining a comprehensive emergency transport program
  • Oversight of the analysis of claims, encounters and billing statements to minimize risk of fraud, waste and abuse
  • Maintaining emergency preparedness
  • Improving transport practices
  • Coordination with external agencies and community organizations
  • Perform annual evaluations on all classified, exempt and part time employees to access performance and develop resulting action plans
  • Assist in the development of measurement tools to assess overall effectiveness in meeting its business plan objectives
  • Manage and amend when appropriate all policy and procedure manuals
  • Working knowledge of medical information systems, medical claims payment process, medical terminology and coding, case management practices, managed care and Medicaid programs
  • Develop and lead a strong team by coaching, leading and training direct reports. Review projects and priorities to ensure that each operational area is operating towards set and established goals
  • Development and administration of financial budgets (overall/payroll/cost per trip). Implement cost reduction efforts in designated areas such as payroll, maintenance, supplies, etc. Develop an internal Fleet Maintenance Program and oversee the fleet management to reduce fleet maintenance costs while ensuring vehicles are appropriately maintained.

Qualifications

Demonstrated competencies in effective leadership and building strong relationships within the community and the agency and the ability to inspire confidence as a representative of the ambulance service and the community. 

Have a track record of successfully implementing and maintaining professional standards that result in agency efficiency, integrity and public confidence.

Successful candidate should possess (a) the ability to supervise, train, evaluate and lead a staff; (b) a working knowledge of emergency transport tactics; and (c) possess conflict management skills and an ability to solve problems. 

Ten (10) years of increasingly responsible experience in emergency services, including 5 years of administrative and supervisory experience preferred.  

Candidates must have exceptional organizational and management skills, including the ability to develop and maintain a strong leadership team.

Bachelor’s Degree in Business, Healthcare Management or related field

Ambulance Service Information

Barren-Metcalfe Emergency Medical Services (BMEMS) is the provider of ambulance services to Barren and Metcalfe Counties. BMEMS is licensed as an ALS provider by the State of Kentucky. It was incorporated January 1, 1995, as a not for profit, non-stock 501c3 organization with five entities: Barren and Metcalfe Counties, the Cities of Glasgow and Edmonton in addition to T. J. Samson Community Hospital to its governing board.

Barren and Metcalfe counties are located in south-central Kentucky and comprise BMEMS’s service area. BMEMS began its operation with four ambulances to provide twenty-four-hour ambulances to cover its primary service area.

Originally BMEMS operated its service twenty-four hours a day. In 1975, the combined population of it's services area was approximately 36,854 and today it is estimated at 53,138. The population growth in its service area has grown 44%. It has since added the fifth unit ten hours per day Monday through Friday to assist with the interfacility transport business while BMEMS has an increase in volume 12.5%.
