The Renaissance/Main Street Exterior Improvement Program is designed to assist and encourage merchants and business owners to undertake renovations to the exteriors of businesses within the proscribed guidelines.




PROGRAM CRITERIA
The EIP will provide up to $10,000 (unless an exception is granted by the Board) to any qualifying applicant for exterior renovations.

Twenty-five percent (25%) will be awarded as a grant with the remaining seventy-five percent (75%) as an interest free loan, to be repaid by monthly installments within five years.

All projects receiving assistance must be located in the designated Renaissance/Main Street Downtown Area.

All funded projects shall be reviewed and approved by the Renaissance/Main Street Steering Committee. Detailed plans for renovations must be approved by the EIP Board.

Renaissance/Main Street Glasgow shall provide assistance and guidance to assure that the Secretary of Interior Standards are maintained.


USE OF FUNDS
All work must be documented with before and after photographs, and a detailed description of the work done and expenses incurred must be provided to the EIP Board.


Historic properties should be refurbished to their original designs when possible; all construction work funded through the EIP shall be in conformance with good preservation practices in accordance with the Secretary of Interior Standarts and Renaissance/Main Street Glasgow's Guidelines to Downtown Improvements

  • Window/Door Repair or Replacement
  • Awnings
  • Demolition/Gutting
  • Exterior Lighting
  • Tuckpointing
  • Structural Stabilization (including roof if part of a larger project)
  • Design Costs/Architectural and Engineering Fees
  • Painting
  • Cornice Repair
  • Storefront Improvements


HOW TO APPLY
Applicants must complete a EIP Approval Form.

Applicants must be a members of Renaissance/Main Street Glasgow.


Each application will be rated on the following criteria:
  • Need - Does the project address a critical building, need or space in the Renaissance/Main Street Area?
  • Effectiveness - Would the improvements contribute greatly to the quality of the Area?
  • Preparedness - Are project plans, specifications, budgets, permits, fees and construction contracts secured?
  • Financing - Does the applicant have adequate financial security to complete the project in a reasonable time and under the guidelines of the EIP?

REPAYMENT TERMS
The EIP Loan shall be evidenced by a note signed by the business owner (and the owner of the property if different) and secured by a lien on the premises involved as defined by city ordinance.

The five-year repayment plan shall begin immediately upon the payment of the last reimbursement but no greater than ninety (90) days from the date of the first reimbursement.

All monies required by the project in addition to the financing provided by the EIP shall be the sole responsibility of the business owner.

Loan and grant funds up to the maximum amount will be disbursed on a reimbursement basis based on documented expenses.

Subsequent to the project review and financial documentation, the reimbursement request will be forwarded to the Renaissance/Main Street Office for the issuance of a check.
